A Nickel Too Far

Working so directly with the public gives the average retail soldier- if they're paying attention- vantage to see sudden changes in the patterns of human behavior. This could be from any number of factors, from alarmist news story to even Oprah.

But for this story it's the singular power of the DC government. The Antacostia river, on the eastern border of DC, has a problem with pollution stemming from plastic bags being discarded. On the first of the year the DC government imposed a 5 cent per bag tax and I have been privy a shift that confirms- in my mind at least- quite a few of the observations I have written in the book, blog, and show of Surviving Retail.

People don't pay that much attention to things that they let affect their lives.
People don't let the truth get in the way of a good argument.
We don't have to charge the bag tax at the toy store, that's the amusing thing. There is so much assumption amongst customers that we do. If you read past the first paragraph in any of the stories I had read about the bag tax, you would learn that just businesses with food or alcohol licenses would be affected; a lot of people didn't get that far. A few customer think that I didn't charge for the nickel for their bag as an act of civil disobedience, "Don't I HAVE to pay for it?" Others, when I give them a bag post-purchase, ask defensively, "You don't want a nickel now, do you?" That's the good retail soldier; paying attention so you don't have to.

The people where I live and work in the Chevy Chase area of DC have been routinely carrying their own re-usable shopping bags for over a year. I don't have a problem with this, it's just that if the experience of using the self check-out at the grocery store didn't make you realize how hard a cashier's job can be, co-ordinating the choreography of bagging your own stuff will take you the rest of the way.

Unfortunately, the bag tax has added too much of a layer of shame on the humble plastic bag. If they say yes to a bag, they often feel compelled to explain and apologize, with is- to me- completely unnecessary. For decades, we used bags like tissues with no desire to recycle or way to do it if we did. I try to make the customer feel better by putting this in perspective, it's better if a bag goes to someone likely to recycle it, but this rarely works.

The thing that I am shocked is how a nickel has affected things. I regularly see people in the store or on the street with their arms piled up with things that they've purchased that they didn't get a bag for. One of the reasons you get a bag is so you don't lose anything, if this approach makes you lose something that you've bought for just a dollar, you could have paid for your next 19 bags with that.

I have heard some of the stories from my local retail soldiers who DO have the charge the tax. The guy leaving the grocery store screaming because they charged him an extra fifteen cents for his 3 bags. Another place had a customer asking his clerk, "You guys are making a lot of money on this bag tax, aren't you?"

In general, it's a sort of shellshock that is unmistakable to me when I'm shopping and my cashier asks if I need a bag. It isn't asked until the last moment possible to avoid whatever confrontation might arise and with a guarded sort of defensiveness. This doesn't happen when you're expecting someone to confront you over five cents, this happens when many people have already confronted you over it and you can't take the risk that I wouldn't do it too.

I spend almost all of my time within 3 blocks of my house, so bags are often not necessary for me. But if I need one, I'll take one and pay the 5 cents, with no protesting. After all, it's only 5 fucking cents. I might be broke, but I'm not that broke.
